Our goal is “to insure that citizens receive the maximum benefits from public funds expended for goods and services rendered.”

Responsible bidders are given a fair opportunity to compete for our city’s business. This is done by the statutory requirements for competitive bids and proposals and partially by the City’s own purchasing procedures.

Public funds are carefully safeguarded. In designating the types of purchases to be made, the Finance office ascertains that the best value is received for the public dollar.

Public spending is NOT used to enrich elected officials or government employees or to confer favors on favored constituents.

The primary objective of the City’s Public Purchasing Policies and Procedures is to spend public funds prudently, to make awards impartially, to obtain maximum value, to provide effective service to all departments, to open competitive bidding and public record and to provide the most effective and efficient service to our citizens.
